Ponoka County and Town of Ponoka Intermunicipal Development Plan Public Review

Ponoka County and the Town of Ponoka have prepared a Draft Intermunicipal Development Plan (IDP). There is a long history of collaboration as displayed through the 1998 Inter-municipal Agreement. The IDP builds upon this existing agreement and is now mandated through the Municipal Government Act.

The IDP is a mutually agreed upon framework between two adjoining municipalities. The purpose of the IDP is to ensure future development and land use decisions are coordinated between Ponoka County and the Town of Ponoka. Intermunicipal Development Plans help to reduce the possibility of any future land use conflicts as each municipality grows.

The Draft IDP is now ready for public review. This page provides materials for your review and background information about the IDP.

What is the Ponoka County and Town of Ponoka Intermunicipal Development Plan?

The Intermunicipal Development Plan (IDP) is a plan that is agreed upon by Ponoka County and the Town of Ponoka for the purpose of coordinating land use and development decisions involving lands close to the Town of Ponoka. It takes into account the land uses the County may develop close to the Town and the areas in the County identified for future Town growth. Other topics addressed include environmental and economic development matters of common interest, planning for transportation connections, and coordinating the construction of future infrastructure.

The IDP provides processes for ongoing communication and decision making between the Town and County on planning matters. Items addressed include:

  • the need for future, more detailed plans;
  • the types of approval applications that will be sent to each other for comment; and
  • processes for amending and future review of the plan.

A Committee of Town Council and County Council representatives are assigned responsibility for overseeing the plan. A process to resolve disputes, if needed, is also laid out.

The IDP takes a long term view of growth around the town. This means looking 50-60 years into the future to identify what lands may be needed to accommodate future growth in both the town and the county.

 

What is the Process?

Public Review of Draft Plan:

Public Review and Input – Input on the Draft Intermunicipal Development Plan (IDP) is currently being collected. Once input has been received it will be reviewed by the Town and County for any needed adjustments to the Draft IDP.

Adoption of Proposed Plan:

First Reading – the proposed IDP will be presented to Town Council and County Council for first reading of an adopting bylaw. This starts the formal adoption process and leads to further opportunity for public input.

Public Notice and Public Hearing – the proposed IDP will be advertised along with the date and time of a public hearing to be hosted by Town and County Councils. Comments and presentations can be made at the public hearing or submitted in advance.

Second and Third Reading/Adoption – Town Council and County Council give second and third readings of the bylaw to adopt the proposed IDP and any desired amendments.
